If we bring a quad to tow with do we need a beach pass?

There's no need for a quad. You park your truck on the beach 50 feet from the water. Just need to borrow a cart if you bring your ski on the beach in the bed or with a hitch hauler. No trailers allowed. Trailered skis need to go in at a ramp and ride to the beach while the truck drives there.

Do we need registation numbers on our skis and fire extguisers

Technically yes, any public waterway in NC requires registration, reg numbers, working fire extinguisher, and a whistle. Didn't see any patrol boats out there but the tickets are really pricey...

Last freeride I didn't have reg numbers or a fire extinguisher on me all weekend of riding. Pretty much noone out there had a fire extinguisher and noone got pulled. Even had the wildlife patrol stop in front of the event a few times and just looked around to check out the event. Didn't seem to care or notice.
