There are rules, but there is no water patrol. It's pretty easy-going out there. It is not a State Park. The Sheriff or Wildlife agent might drive thru now and then, but that's about it.
As for bringing a boat - NO WAY. A) It's too shallow B) I want to enjoy myself and get some time on my skis, not worry about the hassles of a boat, driver, gas, launching, cleanup afterwards, etc.
