Should I scrape out the green seam sealer the factory uses?

Naw. just remove whats loose and grind it flat. Use your putty knife to cram putty into the crack. The putty is just going to make a flat surface to lay the cloth over. The cloth will seal it and make it strong.

As quinc said, I am also a fan of 1208.

I like to cover all my jobs these days with a finishing layers of 4oz conform cloth, but it's not necessary.
