well, a friend of mine here in the city just got the legislation here to pass a bill to build a big bmx track. I know that by cost comparison that it's a huge difference. they just spent a million or so on building a free outdoor concrete skatepark. it's all about developing the area and building attractions for out of state revenues. if we do enough research and draw up the plans "attractively" enough for them, they will go for it. it's just one more thing they can add to their list of developmental attractions.

I understand that H, I don't mind making it available for surfing use and whatnot, as stated earlier, surfers don't wanna get into a bunch of water contaminated with emissions. we would have to install some sort of filtration system to keep it clean enough for them as well.

Inside is a pipe dream. Make it outside and cater to all sports that make use of waves and you might be getting somewhere. There is a place by me just about to open that is a big, outdoor, man made facility just for water skiing and other boat pulled board sports. We'll see how long they stay open.
