Custom/Hybrid Registration for a custom hull in california. What is the trick

Hoping to register a Rickter soon, have a question for the CA guys:

For CA registration Section 7 does anyone know which check box to select: (the verbiage below is summarized)
__1) Retail seller who certifies that the engine has a permanently affixed label saying the engine meets or exceeds to 2008 CA emission standards and is submitting the "hang" tag"
__2) Non retail vessel Seller/owner that certifies the "Hang tag" is being submitted with the application
__3) Vessel owner who certifies the at the time of registration I was a resident of ____________ and as proof am submitting vessel registration from that state.

I will be transferring the engine from another ski and if needed can show the DMV the registration from that other ski if needed. Its crazy because what if I didn't have another ski registered?

I used option 3 when doing my Superfreak as a home built. I had an old registration document from a SJ that I used.
 
All you have to say in cali is you found a kayak and some engine parts on your property and put it together to make a boat. Basically your stating you owned all of it prior and taxes have been paid. I didnt need a engine number or anything. I just did it for my evo rickter.

Thought I’d update this thread with my recent experience in registering a Freak at a DMV no-where near water.

I spent about an hour with the DMV associate and then the manager convincing them that the DMV could complete this process. They initially wanted me to go to a Hull Master (Coast Guard), and then suggested they couldn’t register the ski for me. Key to this is the DMV code 24.075 which outlines that the Coast Guard has provisions for the DMV to issue HIN’s on vessels less than 15 feet long. After walking through this code and the steps, we (DMV manager, associate, and myself) were all aligned that the DMV could do it, next issue was how.

In no way a surprise, the process for Ca isn’t very clear. The HIN would have a portion of the initial CF number generated in it. However, to get a CF number, you need to enter a HIN. We then went on a conference call with a high level policy clerk in SF and had to take a few steps back and confirm hull length, how I built it, why I didn’t just use an available hull instead of making one, etc, etc. But alas brought him to the same place, this can be done and I had everything needed.

Turns out you can enter a “dummy” HIN to get a CF number then go back (K01 she called it) to correct the HIN.

I also had to prove that no Hang Tag was required if the motor was built prior to 2008. The policy clerk suggested I needed to prove that the motor was original to the ski I pulled it from, but talked him out of it explaining that short of bringing the motor in, any picture I took of the motor ID plate could come from any ski. This worked.

So, in summary, fill out Boat 101, fill out Reg 256 - statement of facts section, bring in receipts and some pictures of the build process (really helped me), and proof of where engine came from (I used an old Ca title that wasn’t even in my name). Finally, and most importantly, know the process from 24.075. This then puts the responsibility on them to figure it out.

DMV is crap and all depends on who you get that day. So far I was lucky with doing home built. Just brought my ski in with some receipts from home depot and was good to go.

Yep. The associate whispered to me that some managers will let almost anything fly and some were more by the book, and the one we had today was by the book. She actually apologized for not being able to push it through. Then she told me that their open ticket time metrics were critical to managers and that if I agreed to close the ticket (since I was there an hour already) the manager would be more cooperative, and less likely to send me away. so I obliged.

They then called my number to another station to work directly with the manager.
