What's the issue?

It’s got fuel pressure but it’s like it’s not Holding the pressure in the line to fill up the filter and I’m not sure where to start to check my hoses and return lines and stuff like that to make sure I have oressure

Ok, how does it run?? I've seen most filters operate perfectly with partial fuel in them. Once the system reaches it's equilibrium (a balance of fuel and air under pressure) it just works. The aftermarket look alike stock filters have a filter media inside, (oem has a plastic screen) which clogs easily that can give you headaches (purolator F20004). Not saying they are bad, they sometimes do too good of a job. I've used them for years, & changed them often.
If you are having ongoing fuel issues, start at the beginning by removing and draining the fuel tank. Blow out all the lines, add a new filter & check the check valve on top of the tank. If the problem didn't go away, then it's time to dive into the carburetor.

My oem style fuel filters are always about 1/2 full regardless of engine.
