A powered vehicle (PWC) has to yield to non-powered (surf board). Your saying that even if you show up first, and they come, you still have to yield and leave yes? That makes sense I guess, I mean if a sail boat comes cruising through your area (this happens on lakes, doubt it happens in surf lol) then you still need to yield to them under all conditions. Of course, they don't go and hog the spot or something, but I can see what your saying (I think).
