This just popped up in another thread, but I thought it might shed some light on the subject: So far I've been "accused" of "generalizing" meanings within my statements, so I will further clarify my meanings with this:
First of all, just to be clear, I don't mean this in a general sense, just in case it might get misconstrued that way, but most of the areas I've had to deal with here in the city, where the majority of "the brothas" live, for the most part, their attitude is like this:
Now, if you were to replace the words: "beach" and "tent", with "the projects", It pretty much nails the OP's question down where I live. I'm not saying it's that way all over the U.S., or even all over the world, as I have not personally been to every place in the U.S., nor the world. However, I can attest to the fact that the above quote, with the words replaced, is exactly the way it is here.

I lived in NYC for almost 2 years, worked only blocks from the notorious Brownsville projects(was in brooklyns finest, notorious at least with in NYC). I have to say Waterhawk, thats statement makes sense. They are perfectly happy there for the most part. I spoke with people of african american backround, and many times they would say why would I leave here, when I was longing to get the 
out. They got everything they need or want, and it goes for whites, hispanics, and west indian people there.

Oh yeah, there's plenty of whites, hispanics, etc.... here that just dgaf to step outside their circles, break the cycle, or whatever, too. Although, I will say, the majority of those are definitely the "brothas"...lol
