Some of the motorcycle ones have smaller brushes and make less torque as well. They have neutral so power needs are less. There are also jet ski starters and bendix that spins and open reverse direction, ran across them before as well.

Common with 760 flywheels, on stockers still in the 760 couch we have seen it many times, and on lightened ones as well. Weld or pin it. Try to do minimal welds spaced equally and with minimum heat needed.
