Yay there's a few places that have them new, but I was hoping to save a few bucks and find a used pair, $289 is a little more than I'm comfortable paying for footholds.

Again you're talking about a 701 Rickter, there's no way you'll find a 1000 Rickter in Canada for even close to $20k CAD. At least I've never seen any that low but correct me if I you know of some for sale.
You pay tax on anything over $50-200, depends on border guard. All parts, hulls, etc are all taxable at 13%. If its manufactured outside of the US you can add another 5-10% duty.
Preaching to the choir. $20K CAD yes, but a New Rickter surf is $30k CAD ($20K USD x 1.3 exchange rate x 1.13 tax rate), so its all relative. Thats $10k more for much less power and to avoid some headaches. I could literally drop in a new 148 torrent, rhaas mounts, new yamaha midshaft housing...

If that doesn't solve it entirely, try moving the footholds forward a bit. I find the foothold position on my 50cal affects my riding and comfort more than any other hull I've ridden.
