Was the tether connected?

A few times I have had the exact symptoms with the tether switch in the start/stop switch. Take it apart, clean any corrosion off the sliders and the contact points, grease it up fresh and put it back together.

Needing too many shims in the back means there is too many in the front under the motor, and if you can't correct that then the midshaft is incorrectly placed also.
