I remember having one that I thought was bad and I replaced it with a new one. It ended up testing out as good afterwards. I might still have it, but for some reason I'm thinking I might have given it to AssJoel.
LED lights are the way to go. I run a ground wire from the tongue all the way back to the lights, so I don't have to deal with ground problems on the trailer.

get rid of the trailer you have and get an aluminum trailer with torsion axles.
