In certain situations, i.e.: a water main failure or a fire department pumper hooked up to a hydrant, water may be allowed to backfeed into the municipal supply. A backflow preventer (if properly functioning) will prevent the water from doing this.
That is one of the most unusual looking backflow preventers that we have installed. It takes up alot less space than a conventional-style and sometimes you NEED that extra space.

I'm with Charlie on this one. I don't care if it's in the backwoods or in the city---it's just plain stupid and wrong to screw with stop signs etc.
