In my experience, the beach patrol are not usually very rigorous with any equipment other than beach ride sticker, vest , and helmet.

Depends on who & what mood they are in & how much of a hurry they are in. I've been asked to see it; I've been asked if I have one; and on occasion is was never brought up. Better to be prepared than not.

I'm gonna have to buy a wetsuit. How thick does it need to be? What's the water temp?

being that your from GA i would suggest a 2/3 just to cover the legs so you can ride all weekend. I don't wear much other than boardshorts and shoes, till my shins get chewed up then throw on the farmer john style slippery. But i am used to riding in a drysuit this time of year, and the water never really gets above 65 here on Lake michigan.
 
I usually just wear my john when I'm down there. Even when it's warm out, I wear it for some shin protection. Besides......my legs are hairy like a bear and nobody wants to see that.
