Foam in fuel tank?

So i just picked up a RN that used to be race ski. I was pulling the tank out today, took a look inside and it has a bunch of foam stuffed in it. Can anyone tell me what the purpose of this is? Does it keep it from splashing around?

yes im pretty sure its sued to keep it from splashing around. people use it in dirt bikes and street bikes.

that is correct and the foam will began to deteriorate over a short period of time (a year or so) So it must be changed often.
