Start with a good degreaser... if you have a Dollar Tree near you, go buy 5 or 10 bottles of LA's Totally Awesome degreaser. It's excellent stuff... I used to buy 40 or 50 bottles at a time when I used to detail boats.

I'd go ahead and get yourself some stiff scrub brushes. After you scrub/ degrease it out, use some scotchbrite to scuff it up nice and paint it with some nice stuff, don't spray bomb it. I'd get the bilgekote make by Interlux. It's cheap and it's some tough :):):):). It looks awesome and can withstand a nuclear explosion.

I've seen it used in multiple nice yachts (I've gone down in there and cleaned) and motor oil and diesel fuel is no match.

I like Purple Power (or something like that) cleaner that Napa has and I've seen at CSK (O'Reily) too. It's biodegradable and a darn good degrease.

x2 for purple power. That stuff is ridiculously good. No matter what you use though, you're going to have to use a scrub brush or sand paper on that stuff before you try to make it pretty again.
