Doubt PayPal does anything. You received the item and are keeping it. They will ask you to return it if you want a refund. Which is the right thing to do imo if you want anything back
I sold a set of cases on here years back. Told dude about an. Sent him pics. Even shipped them overseas for him. He got them and didn't like the way the bearings wore the case. I told him fine. Send it back and I'll give all his money back. This dude didn't want to and threatened me with calling me out online. Told me he wouldn't even run the cases but it would be too much trouble to ship back. So I just gave him his money back and ate the whole deal. I barely sell anything anyone because of that situation.
I say cut the guy a break. If you don't want to cut him a break, send the engine back as is and ask paypal for a full refund. If you run that engine after all this, id have to say it's a pretty chump thing to do.
