Seriously, I just removed mine a couple of weeks ago... But I did't weight it with water in. I'd say about 10 pounds...
On the "Wheel" it's written "OFF - On - RES". On the wheel the cables overpass each other. I mean you install the RES cable in the "On" side hole, and the ON cable in the RES side hole by overpassing each other.

JetSkiBrattt... What do you want to know about this pipe finally ? Yes it is water jacketed to keep it cool.
DryPipe... it is dry inside the pipe at some RPM to let the temperature goes up witch is faster for the sonic waves... The ECWI let some water come inside to cool down (Slow) the sonic...
May be the crank seals inside the engine, when you want to push hard, the fuel charge under the pistons flows through the seals.... It happens to me in the last 17 years of JetSki
I have the same set up for my '99 sxipro. I use other Kawasaki Gasket to fit.
Try these part number from your Kawasaki dealer.

Did you have remove the engine to install the block off plate ? I suppose not.
Remove the 2 spark plugs and try to start. This may help to find if the energy is too low to crank with compression. Take a look in the spark holes and try to see if the cylinders are ok. If it still doesn't start...
What kind of ski you ride ?
I mean, the old 750 (1992 to 1996) does have a bump in the front hull... This bump pushes the waves and make the ski jump. Since the introduction of SxiPro in 1998, Kawasaki changed the front hull by shaving the bump.
Anyway I have a SxiPro myself and I performed...
With one inch of gaz ?
I think waves would shake the boat enough to make a lot of bubbles in the tank ? How can the carbs may pump it ? Anyway with an inch of gaz believe me: You wouldn't go far enough to "escape" a tow...
Hose connection
First: The cool water from the pump goes thru the Electronic cold water injection (ECWI) solenoid. And continu to the bottom of the exhaust manifold. (The hottest point)
2nd: You have to connect a small hose from the solenoid to the injector on the top of the exhaust manifold...

You still may have water in the gaz line so the engine refuse to rev up.
OR
You may have a broken crank seal. I sank a 650sx few years ago, I removed the water in the engine, then restart it but when i needed high RPM it died... The water poped up a seal.

Your pole spring is in the right position. If you want to loose weigh on the handlebar you shoudl install a pole spring tensionner. It will raise the bottom part of the spring (With the rubber sleeve). take a look at R&D...
