Yep they are trying to prevent quagga (zebra) mussels from getting into the lakes and rivers so they do boat inspections. They only do them in spring and summer so they don't allow boats or pwc on the water in the off season.

Well I replaced the defective starter solenoid and I'm back up and running! Tomorrow I'm going to throw on the new carb and manifold and start tuning!
