This is 2003. I believe it actually started in 2002 after the IJSBA National Tour fell apart. It ran for about 2-3 years and was sponsored by Kawasaki for the most part.
There were some epic races there. The Octanes first races were here also.
So, in a nutshell, that phrase is not new and not derived from anybody on this site.

I always thought it was Jerry who coined the term “Motosurf”, I can’t remember where I heard that. Whether he did or not isn’t important, his internet mag is really cool. I remember the tour was always referred to as “The water cross tour”. Those were some cool times too. Each round of the tour included both surf races and a Surf Freestyle event together. Back then there were no big HP motors so Surf Freestyle was really cool because it was the only venue were you could see a “BR” They were so new back then the crowd would oooh and aaah every time some one would do one. I was at the round in Ventura when Rick Roy pulled the first “Backie” No one had ever seen anything like that before, no one thought that it was even possible and pretty much everyone’s jaw just hit the floor. For a while after that they called Backies the “Rickter invert” All aspects of the sport, Racing, Freestyle and Surf Riding have come a long way
