If I recall Rage's Havoc build thread, they lowered the tray, but left that step in there for the midshaft housing because they couldn't lower that any more and have it align properly. That step is the same height as the 25mm pad, so when it's turfed you don't see that step any more.
I've had to warranty a couple myself, but haven't had any issues with them not honoring it. It's always been due to water intrusion. Apparently WPS makes a waterproof case for their lithiums.
That line is supposed to have a vent valve in there. It's a one way valve that allows air in, you wouldn't have any pressure in your fuel tank without that vent valve.
Home Depot sells two part foam, look for it in the aisle with cement for fence posts. They're using waterproof two part foam to secure fence posts these days instead of crushed rock or cement, it's made by Sikaflex.
You should get some empty caulking tubes, thicken the epoxy to peanut butter like consistency and then inject it. Would be way easier than trying to use that tiny syringe.
