HATER! Stunt hulls go pretty cheap these days, those would be a good option for entry level riders. I think the first place to start with all this would be to find out how many people actually want to compete, and can't because of the $$ involved... Then you can make plans on what the class...

It would allow modified OEM, which would allow them to cut hack or chop to their hearts delight on their current ski, keep it budget friendly. I think there are plenty of flat water capable affordable older AM hulls that guys could get their hands on, they wouldn't need to run the latest 2015...

I would think AM hull or modified OEM hull with cc limitations would do better as it would mean flips and rolls are possible.
