Drill it out with a long drill bit. Some weld extensions onto a bit to do it. Look up or search a through hull dual cooling. Protec used ot sell a kit that came with a tube and a drill bit. You will have to epoxy the tube in the hull. The engine will probably need ot be pulled to do it...

Sounds like the rev limiter is kicking in prematurely. Try a different CDI would be my guess. It didn't sound like a carb bog of any kind.
