Have you considered a PHP 898? You will be at the upper end of your price range however bang for your buck there is no better motor. Lightweight pistons, lightweight 4mm crank and they rip!!

If you are looking for a 4mm or 10mm there is no better choice than the PHP. They are lightweight cranks at an affordable price, to me you can't beat them. Why not try it? The amount of time people spend reading others opinions you could just test for yourself. You can drill and tap the manifold, and put in a spray bar for very little cost. Change the water routing and see for yourself. If you dont like it you can plug that hole with a npt fitting...
