That frosting seems to be normal operating procedure for carbs. Usually water ingestion. I think its worse with the taper bored carbs though. You get that accelerating air flow mixing with fuel and it really cools off the bell and you get some condensate there. Maybe next time feel the bells are...
Hmm is a #60 jet not 0.60mm diameter? I was just estimating size not measuring "d'oh", so I think it probably is stock. I have a number drill index I could poke in there and try to get a real measurement. That will give me something to do during nap time.

Restrictor was in place looked like it was about .75mm in diameter. Return line flowed fuel well.
Pressure tested the lines and tank at 2psi and it held for 10mins solid. Copper coated the carb base gasket just to be safe. Fuel lines are free from bubbles, I am running a JSS fuel clunk setup...
Are you getting that full battery voltage to the starter? Have you removed starter and jumped it directly? Standard quick bench test for a starter is to just jump it.
I would start with that. If it spins quick its likely solenoid/cables. If it doesn't get the starter rebuilt.
