You can if you attach a ring terminal to the bullet connector/or cut it off and add a ring terminal. Then attach it to an isolated ground such as one of the coil mounting bolts. If you go back a few pages I have pictures of it.

For dual 38s:
FPP recommends 135 main and 70 pilot with 61x cylinder, should be similar for 62t
I don't have any carbs right now. If you're set on 38s then 44s might not work for you if that's your budget.
Last time I checked, Art was only modifying brand new carbs except for 38s
I think I can get away with using just the novi coupler and thicker nylon spacers that novi uses. The clamping coupler pushes the thicker nylon spacer against the carb effectively doing the same thing you're talking about I think? I am able to make it so there's no play that way.
Forgot to update! Tim at novi gave me a call about this. He told me to just get rid of the bushing lip and reassemble. As long as the throttle plates still seal decent when they're closed they should be just fine.
I just took a round file and it removed the rest of the lip on both carbs easily...
