Is every seem welded? When I build a box I use two bent pieces. Side, bottom, side bent from one piece, end, top, end bent from another. Maybe not an option with your design

I use West Systems G-flex to adhere the mounts to the bottom of the hull. It's a bit expensive but works awesome. The stuff is carzy, it will actually cure under the water surface for a hull repair. It is also resistant to vibrations and flexing so it won't crack. After that is cured rough up...

Fuel permeates from the inside out through the tank over the years. That discoloration is throughout the thickness of the tank. You can clean the nastiness from the outside surface, but that's as good as it'll get.

Take a known good pipe over to the composites lab, cast a mold off half the pipe and there is your jig. Just set the chamber and weld-on flange inside the mold, couple of straps to hold it in place and tack that F'er into position.
